HARRISBURG ? American International Group Inc., AIG, and its workers compensation insurance affiliates will pay?Pennsylvania?more than?$16.8 million?in fines and assessments, Insurance Commissioner?Michael Consedine?announced.
This reflects a settlement agreement in a multi-state probe that examined whether AIG violated premium reporting rules governing workers? compensation insurance.
The penalty amount, which is the largest ever levied by the department, includes??$8.6 million?in fines,?$3.6 million?to the Workers? Compensation Security Fund, and?$4.6 million?in premium taxes and assessments.
?State insurance regulators must be able to rely on accurate company financial data,? said Consedine. ??In AIG?s case, we found that the companies, which operated in a pooled arrangement, had underestimated their liabilities under inter-company policyholder guarantees.? As part of this agreement, AIG corrected previously filed financial reports and reallocated approximately$2.1 billion?of premium from other lines of insurance to workers compensation.?
Pennsylvania?was a lead state in achieving this final agreement, which became fully effective this week. This culminates an effort among all of the nation?s state insurance regulators to investigate and resolve complex issues occurring over an extensive period of time. AIG will pay a total of?$100 million?in penalty, as well as?$46.5 million?in additional premium taxes and assessments, to the states prior to the end of June.
?This global resolution addresses past issues while looking to the future by specifying AIG?s agreement concerning its ongoing operations,? Consedine added. ?At this time, AIG?s current management has shown its commitment to a culture of regulatory compliance.?

The 7th African Roundtable on Sustainable Consumption and Production [ARSCP-7] has open in Accra on Monday with a call on African Political leaders and Governments to speak with one voice during the upcoming UN-environmental conference in Brazil.
The three day summit? has the objectives to take stock of progress made in the implementation of the African 10-YFP on Sustainable Consumption and Production[SCP], share experience in the implementation of SCP and related capacity building activities, as well as? discuss the way forward for SCP and the scaling up of SCP promotion in Africa.
Opening the conference, Ghana's Minister for Environment, Science and Technology, hon.
Sherry Hanny Ayittey, called on African Governments to consider adding values to their raw materials in order to bridge the gap between the rich and the poor.
Africa she pointed out imports $30 billion worth of goods and services annually from Europe and Asia whiles it exports only $3 billion and on this she added ?' this is the time for Africa to talk about trade-offs? through which the continent will no longer beg for food to feed its people''.
Government is committed to the course of sustainable development consumption and it will fulfill its objective on the programme. We would be waiting on the outcome of this meeting to lead the way of ensuring an enabling environment for the people.
Mr. Daniel Amlalo, the Acting Director of the Environmental Protection Agency [EPA] the Conference organizers, in his welcome address said increased environmental awareness and expectancy has brought about the development and implementation of various principles, initiatives and schemes.
He mentioned the SCP which has become an effective means of increasing efficiency in doing business while at the same time reducing the impacts on environment and improving its environmental performance and maximization, as one of the initiatives implemented.
He called for the need to integrate the uptake of SCP into the national development agenda of Ghana in order to forestall further degeneration of natural resources and the environment while meeting the triple bottom-line of Simultaneous Economic growth, Social Harmony and Environmental Sustainability.
He therefore proposed for the SCP to aim at changing attitudes by finding a new approach to the economic sectors, industry and the environment relationship and simply rethinking business and industrial process that may produce the required results.
Mr. Amlalo? further tasked? the SCP to identify options for improved service or product design, improved management and housekeeping, substitution for toxic and dangerous materials as well as internal reuse of waste products on- site.
He described the institutionalization of a Cleaner Project [CP] in Ghana as fulfillment of the country's unwavering commitments for SCP uptake, implementation and mainstreaming. This he added will help disseminate and replicate successful projects to drive uptake in the sustainable development context.
Mr. Charles Aden-Clarke, the representative of the United Nations Environment Programme[UNEP], the grandson of ?former Gold Coast Governor, Sir Charles Aden Clarke, commended Africa for the initiative and ?tenacity to achieving ?sustainable development.

Board games for preschoolers are a fun way for the family to sit and play together.? Most board games for young kids are very easy to learn and play, and with bright colors and fun objectives the child can stay engaged long enough to finish a game.? One of the things that makes for a good board game for kids is an ability to have a little competition, but not so much that a preschooler cannot have a good time.? Another thing that makes for a good family board game is for a little complexity that will keep a parent willing to keep playing over and over again.
These six board games provide fun for preschoolers and parents alike due to their look, feel, and fun objectives.
Candy Land
Candy Land has been one of the most popular board games for preschoolers for decades.? The rules are as simple as it gets.? The board consists of a trail of square colors, and players take turns turning over cards that tell which space to move to.
Why This is a Good Board Game For Preschoolers: No reading is required to play Candy Land.? All they have to do it draw a card, look at the color on the card, and move to the next space with that color.? Candy Land also is a race, which in my experience has always been the easiest way to have kids show a competitive spirit.? There are also some fun characters on the game board which provide a break from the colored squares.
Chutes and Ladders
Chutes and Ladders is a board game that consists of a grid of 100 squares with slides (chutes) and ladders that help the players move quickly from one square to another. The game has a spinner with numbers 1-6 that tell how many spaces to move. If the player lands on a ladder, they get to move ahead a few spaces.? If the player lands on a chute, they have to move back a few spaces.? Each of the ladders displays a child doing something good, and each of the chutes displays a child doing something bad.? Some kids might pick up on that, other might not.
Chutes and Ladders can take a while to play, which can be frustrating, especially if no one can successfully navigate through the chutes on the last row of spaces.? But overall it is a quality game.
Why This is a Good Board Game for Preschoolers: Chutes and Ladders uses numbers to tell the players how far to move, which helps kids learn to count.? The grid also uses a snake-like pattern when moving up the board which requires a little bit of critical thinking, especially for younger players.? It is also exciting when they get to move up a ladder, and very exciting when mom or dad has to slide down a chute.
Trouble
Trouble is a fun board game in which players race around the board to get their four pegs from Start into Home.? The catch is that if you land on another player's piece, that piece has to go back to Start.? But if someone else lands on your piece, then your piece has to go back to Start.?
There is a popper in the middle of the board with a die.? When the popper is depressed, the die pops and the player must move however many spaces shown on the die.? It is a fun alternative to simply rolling a die.
Another fun aspect of the game of Trouble is that there are alternative forms of the game.? Whether it is with the character of Cars, Star Wars, or Dinosaur Train, kids can have fun with this game with their favorite characters from TV or movies.
Why This is a Good Board Game for Preschoolers: Trouble involves counting after pressing the popper.? Kids also learn how to read a die, which doesn't seem like a big deal, but it can be a little confusing at first.? The game involves an exciting race around the board; a race that typically comes down to the wire.? Kids also enjoy landing on a peg of their opponent.
The Ladybug Game
The Ladybug Game is a fun board game in which players race their ladybug tokens around the board while trying to accumulate cardboard aphids that allow them to pass by certain spaces.? There is a stack of cards that are drawn that direct the players on what to do.? Much like Candy Land, there is no strategy to speak of.? You simply follow the directions on the card and hope for the best.? One thing I have started doing with my child is trading certain cards for aphids.? That way there is some sort of thinking and strategy that happens.
Why This is a Good Board Game for Preschoolers: The Ladybug Game is bright and colorful and of course features a "fun" bug with the ladybug.? Quite a bit of counting is involved in The Ladybug Game, whether it is the spaces around the board or the aphids that must be collected.
Horton Hears a Who
The Horton Hears a Who board game is a spinoff of the popular Dr. Seuss book and movie. This is a very fun game for preschoolers for primarily one reason, the elephant mask that must be worn.? The game begins with 6 colored clovers that are hidden around the room.? The nose of the elephant mask has a piece of velcro, and the players must put on the mask, find the needed clover, and pick up the clover with the mask.? Sounds crazy?? It kind of is.? It's not the most comfortable game for adults to play, but I've never seen a kid that didn't like it.? There is an actual board game aspect of the game, but it is secondary to the finding of the clovers.
Why This is a Good Board Game for Preschoolers: The Horton Hears a Who board game is fun for the exact reasons you might think it is fun.? Look at the elephant mask in the picture.? This is a hard game for kids to resist.
Five Little Monkeys
The Five Little Monkeys board game is more involved than you might think at first sight, but what gets preschoolers wanting to play is the bed.? The bed is pressed down, and during play the players place their tokens on the bed.? After each turn, a red button is pushed, and after a certain amount of button presses, the bed pops up and sends some of the tokens to the ground.? It makes a loud pop and makes a big mess.? A perfect recipe for preschool board game fun.
Why This is a Good Board Game for Preschoolers: Five Little Monkeys uses a spinner which helps with counting.? There are also small tokens that must be collected, which requires some thinking on the part of the player.? But most of all, kids like this game because of the bed.
Board games are great ways for families to spend time with their preschoolers.? A good board game for preschoolers to play with the family can lead to fun afternoons or evenings that everyone will enjoy.
In hindsight, it was stupid to believe that Commissioner Roger Goodell seriously considered suspending the Pro Bowl.? Warts and all, it has become the highest-rated all-star game.? And the NFL isn?t in the business of giving money back to its business partners when the national broadcast inventory shrinks by one game.
Instead, Goodell likely knew that huffing and puffing would get the NFLPA?s attention, prompting changes aimed at improving the game ? and likewise creating the impression that the NFL is willing to work with the players in order to preserve something that the players very much wanted to maintain, especially since it provides for the player and his spouse a paid Hawaiian vacation plus (in 2013) a $52,000 check if a member of the winning team, and a $25,000 check if part of the losing team.
Still, it was the NFL?s call.? Under Title 38 of the CBA, the league has the ability to dump the Pro Bowl game in each and every season through 2021:? ?In any League Year, the NFL may elect, in its sole discretion, not to hold a Pro Bowl game or to replace the Pro Bowl game with another event that recognizes the accomplishments of outstanding NFL players, provided that the NFL will consult with the NFLPA prior to making its determination, and that players are nonetheless selected for such recognition in accordance with Section 2 above, and paid the Pro Bowl incentive bonus, if any, in their Player Contract, for such selection.?
So the NFL didn?t have to keep the Pro Bowl for 2013, and it doesn?t have to in 2014, 2015, 2016, 2017, 2018, 2019, and 2020.? While the league could still scuttle the game next year, we fully expect, at most, more huffing and puffing.

Research team reports in Nature Geoscience
In the depths of the earth, it is anything but peaceful: large quantities of liquids carve their way through the rock as fluids, causing magma to form. A research team led by the University of Mnster, has shown that the fluids flow a lot faster through solid rock than previously assumed. In the Chinese Tian Shan Mountains, fluids pushed their way to the earth's mantle from great depths in just 200 years rather than in the course of tens or even hundreds of thousands of years. The researchers from Mnster, Kiel, Bochum, Erlangen, Bethlehem (USA) and Lausanne (Switzerland) present their findings, based on an innovative combination of fieldwork, geochemical analysis and numerical calculations, in the current issue of the journal Nature Geoscience. The RUB geoscientists are experts in determining time scales using numerical models.
How the "Ring of Fire" is formed
When tectonic plates move towards each other and push over each other at the edges, so-called subduction zones are formed. The descending plate is heated and continuously releases the water stored in its rocks as fluid. The fluid penetrates the earth's mantle, which is located above the descending plate. The fluids thus lower the melting point of the mantle rocks, and the liquid rock formed rises to the volcanoes as magma. This magma feeds the many volcanoes throughout the world that occur along the convergent plate boundaries and form the "Ring of Fire", a volcanic belt that encircles the Pacific Ocean. The fluids are commonly assumed to flow through the rock in a defined flow system. Geologists call these structures veins.
Only two hundred years
During field work in the Chinese part of the Tian Shan Mountains (Celestial Mountains), the research team found structures in the rocks they were studying which can be ascribed to massive fluid flows at great depth. "Our investigation has shown that a great deal of fluid must have flowed through a rock vein at about 70 km depth and that this fluid has obviously already covered a distance of several hundred meters or more - the transport of such large quantities of fluid over such a great distance has not been demonstrated by anyone before us" explains Timm John from the Institute for Mineralogy, University of Mnster. "And the most exciting thing is that this amount of fluid flowed through the rock in what is for geological processes a very short time, only about two hundred years", adds Nikolaus Gussone of the same institute.
Like in a reservoir
The release of fluids from minerals in the descending plates is a large-scale and continuous process that takes place at depths up to two-hundred kilometres and takes millions of years. During this time, the fluids first accumulate. As the researchers have now shown for the first time, the released fluids then flowed through the plate on their way to the mantle in pulses in a relatively short time along defined flow paths. "It's like a reservoir that continuously fills and then empties in a surge through defined channels" Timm John points out. "The fluid release is focused in space and time, and is much faster than expected - almost like a jet through solid rock". The researchers hope to be able to show the spatial and temporal correlations between such fluid pulses and volcanic activity in future studies. It is also possible that such focused fluid releases are associated with the occurrence of earthquake events in subduction zones. To be able to demonstrate such relations, however, intensive research is still needed.
RUB experts for time scales
The RUB's petrologists were involved in modelling the chemical data. This enabled the research team to determine the time it took the fluids to make their way to the mantle. Determining the time scales of various geological processes is a particular expertise of Bochum's petrologists. Among other things, they use minerals and rocks with zones that exhibit a different chemical composition.
